“During Congress rule, poor were made to suffer and were insulted”: PM Modi highlights BJP’s “Nagrik Devo Bhava” mantra in Assam

PM Modi Slams Congress in Assam Speech, Highlights BJP’s People-First Approach

Prime Minister Narendra Modi took a strong stand against the Congress party during his speech in Golaghat, Assam, on Sunday. He emphasized that the BJP government’s guiding principle is "Nagrik Devo Bhava," meaning citizens come first and should never face unnecessary hurdles. Modi pointed out how, under past Congress rule, people in Assam suffered and felt insulted just to favor a specific group for votes.

Speaking to a large crowd, Modi criticized the earlier Congress-led governments in Assam. "The BJP focuses on development for all, without appeasement. We ensure no one wanders around for basic needs," he said. He contrasted this with Congress’s approach, which he accused of prioritizing one class over the poor and marginalized.

Modi shared exciting updates on housing for the underprivileged. "We’re building a stronger Assam where no poor family or area gets left behind. Already, over 20 lakh concrete houses have reached the poor in Assam, and the work is speeding up," he announced. This push aligns with BJP’s commitment to inclusive growth across India.

Turning to Assam’s bright future, Modi called the state a powerhouse for Atmanirbhar Bharat, India’s self-reliance drive. He praised its potential in the Semiconductor Mission, a major initiative to boost tech manufacturing. "Assam is at the heart of this campaign. I have full faith in its people," Modi said. He recalled how Assam tea, once overlooked during colonial times, became a global sensation thanks to local hard work and innovation.

But Modi didn’t shy away from tough issues. He raised alarms about infiltration in Assam, blaming Congress for sheltering illegal migrants to tweak demographics for electoral gains. "Congress handed land to infiltrators and protected their illegal holdouts for vote banks. Now, BJP stands with Assam’s people to fight this head-on," he stated. He commended the current Assam government’s Mission Basundhara, which has distributed land rights to lakhs of families, especially correcting past wrongs against tribal communities.

In a big win for green energy, Modi inaugurated India’s first second-generation ethanol plant at Numaligarh Refinery in Assam on the same day. This bamboo-based bio-refinery, a Rs 5,000 crore project he laid the foundation for in 2019, marks a milestone. Assam and the Northeast, rich in bamboo, stand to gain hugely from it.

The plant is a world first, using every bit of bamboo with zero waste. It produces bioethanol, green chemicals like furfural and acetic acid for medicines and food, plus food-grade CO2 and bio-coal. On top of that, it generates 25 MW of clean electricity, pushing India toward net-zero goals.

Modi highlighted India’s ethanol blending progress—from just 1.53% in 2014 to 10% by 2022, and now hitting the advanced 20% target (E20) ahead of 2025. "This refinery boosts Assam’s role in India’s energy story. Petroleum from here fuels national growth, and BJP will elevate it further," he added.

He also announced the National Deep Water Exploration Mission to tap ocean oil and gas reserves. On renewables, Modi noted India’s jump to the top five in solar power globally. "A decade ago, we trailed; today, we’re leaders in green energy," he said, underscoring Assam’s contribution to India’s energy capacity.
