Guangzhou, Oct 4 – Guangdong and Hainan provinces have stepped up their typhoon warnings as Typhoon Mat Mo, the 21st named storm of the 2025 Pacific typhoon season, rushes closer.

At 9 a.m., Guangdong’s flood‑control headquarters raised its emergency level from IV to II. The Level II alert signals that heavy rain and strong winds are coming in the next 48 hours. The National Meteorological Centre says Mat Mo sits about 670 km southeast of Xuwen County and its core winds hit 33 m s⁻¹. It is speeding northwest around 25 km h⁻¹ and is still intensifying.

Forecasts say the typhoon will make landfall between Dianbai in Guangdong and Wanning in Hainan early Sunday, bringing a severe or even major storm. Local officials have ordered fishing boats off Guangdong’s coast to head back to port for safety. Coastal cities are preparing for possible flash floods, waterlogging and landslides.

Guangdong authorities must sharpen forecasts, issue timely warnings, enforce emergency plans, and relocate residents in high‑risk spots, Xinhua reported. In Hainan, the disaster‑prevention committee lifted its maritime response for vessels and sea operations from Level IV to Level III at 8:30 a.m.

Haikou, Hainan’s capital, will halt schools, tutoring centers, businesses, parks and public transport from the afternoon of Saturday until Sunday. Haikou Meilan International Airport will cancel all flights from 11 p.m. Saturday onward.

China’s four‑tier emergency system ranks Level I as the most severe. With Mat Mo’s approach, officials continue to monitor conditions closely and urge residents to stay alert.
