People’s Plan Campaign paves the way for more responsive, empowered Panchayats

In India, a major push to involve communities in local planning has been rolling out since 2018. The government’s People’s Plan Campaign (PPC) now boasts more than 18.13 lakh Panchayat Development Plans uploaded on the eGramSwaraj portal between 2019‑20 and 2025‑26.

That huge number covers every level of rural governance:

  • 17.73 lakh Gram Panchayat Development Plans (GPDPs), the village‑level reports that focus on water, roads, sanitation, health and schools.
  • 35,755 Block Panchayat Development Plans (BPDPs), which look at the same topics but for whole blocks.
  • 3,469 District Panchayat Development Plans (DPDPs), the widest scope.

The core idea is clear: the plans must come from the people, reflect real local priorities, match national goals and be crafted in a transparent, participatory way. Panchayats—village, block and district councils—are the frontline of services. They handle everything from street lighting to nutrition programmes.

To bring the UN’s Sustainable Development Goals (SDGs) to villages, the Ministry of Panchayati Raj grouped the 17 SDGs into nine broad themes. This thematic framework lets districts and blocks design plans that line up with national targets while staying rooted in local needs.

Since 2018, Self‑Help Groups (SHGs) have also joined the effort, creating Village Prosperity and Resilience Plans (VPRPs) that boost local resilience and growth. The Ministry says PPC is reshaping grassroots democracy—making Panchayats more accountable, responsive and self‑reliant.

In short, with every new plan, India is closing the gap between national policy and village life, speeding up progress toward a “Viksit Bharat” (developed India) vision.
