Guv approves Uttarakhand Minority Education Bill 2025, now affiliation with Board a must for Madrasas

In Uttarakhand, a big change is coming for schools that serve minority communities.
Governor Lieutenant‑General Gurmit Singh (retired) approved the Uttarakhand Minority Education Bill in 2025, ending the old Madrasa Board that had run these schools for years.
Under the new law every madrasa in the state must now register with the Uttarakhand Minority Education Authority and affiliate with the Uttarakhand School Education Board.
The aim: create a more equal, modern and inclusive education system that matches the rest of the country.
Chief Minister Pushkar Singh Dhami called the decision “historic.” He said it will give every child, regardless of class or community, the same chances to learn and succeed.
From the July 2026 school year, minority schools will adopt the national curriculum set by the New Education Policy. The changes will raise teaching standards and help students join mainstream classrooms.
The bill also requires madrasas to teach core subjects such as science, math, and social studies. It adds a focus on technical education and vocational training, giving students skills that can open new job opportunities.
Uttarakhand becomes the first state to dissolve the Madrasa Board and bring minority schools fully into the public education fold. The move promises a more unified system and greater social inclusion.
Some groups worry that the law may erase the unique cultural and religious character of madrasas. The government responded that religious studies will still be part of the curriculum, but modern subjects will get top priority.
This reform marks a new chapter for minority education in Uttarakhand, aiming to blend tradition with contemporary learning for a brighter future.
