MCC enforced in Bihar: How it impacts parties, public events and announcements

The Election Commission’s latest bulletin announced Bihar’s polling dates, sparking the biggest election fight of the year and giving fresh energy to the state’s political scene.

Once the dates were made public, the Model Code of Conduct (MCC) automatically came into force. The Election Commission (EC) has therefore issued strict instructions to Bihar’s election machinery to make sure the code is followed to the letter.

### No New Policies While Elections Are Live

Because the MCC bars any new policy announcements by the central or Bihar governments, the EC tasked the Chief Secretary and Chief Electoral Officer with keeping the parties in check. They must prevent any party from using government offices, cars, or housing for campaigning and stop political ads that cost public money.

### Protecting Private Property

The EC also clarified that politicians cannot showcase banners, flags, or posters on private land or buildings without the owner’s permission. No public rallies or pickets should disrupt people’s homes.

### Easy Ways to File Complaints

To monitor compliance, the EC introduced a 24‑hour complaint line (call 1950) and a mobile app called C‑Vigil on ECINET. The state has set up 824 “Flying Squads” that can respond to complaints within 100 minutes, ensuring quick fixes on defacement or other infractions.

### Fair Access to Public Spaces

All public places – from sports fields to helipads – must be open to every party on equal terms. Through the SUVIDHA module on ECINET, parties can apply for use of these sites on a first‑come, first‑served basis. The EC also told police to warn local residents in advance if an election procession or meeting is planned, so traffic and daily life stay smooth.

### No Mixing of Gov’t Work With Politics

The EC warned state ministers and officials not to combine official duties with campaign work. Government transport, vehicles, or staff must stay off the political front lines.

In short, Bihar’s Election Commission is tightening the rules, speeding up complaint handling, and making sure all parties play fair. The goal: a smooth, transparent election where every voter’s voice matters.
