RS Dy Chairman calls India’s federal structure a guiding principle for equitable regional development for other nations

The 68th Commonwealth Parliamentary Conference kicked off in Bridgetown, Barbados, on October 10, drawing parliamentarians from around the world to talk about how national and state legislatures share power.
Deputy Chairman of the Rajya Sabha, Harivansh, addressed the gathering. He highlighted key features of India’s federal system, pointing out that the Constitution’s Schedule VII and successive Finance Commissions shape fiscal transfers between the central government and states. Harivansh stressed that protecting the separation of powers is not just a legal requirement but also a foundation for respectful dialogue and cooperative governance.
He also mentioned India’s NITI Aayog Governing Council, which brings together ministries and state leaders to discuss cross‑cutting issues—from economic plans to climate change—and accelerate national development. In closing, Harivansh said India’s experience proves that “unity in diversity” can thrive while safeguarding federal provisions, offering a model for other Commonwealth nations.
Meanwhile, Lok Sabha Speaker Om Birla led a delegation that took part in workshops on technology, climate policy, and financial transparency. The group also met with presiding officers from Jamaica, Australia, Zambia, and Barbados, fostering bilateral ties.
The conference’s theme—“The Commonwealth: A Global Partner”—aimed to showcase collaboration among member states and celebrate the vibrant Indian parliamentary community. As the event unfolded, MPs like Anurag Sharma, D. Purandeswari, K Sudhakar, Dr. Ajeet Gopchade, D Rekha Sharma, and state presiding officers joined the dialogue, underscoring the importance of shared best practices and decentralized governance across the Commonwealth.
