Homeland Security Secretary Kristi Noem said this week that Immigration and Customs Enforcement (ICE) has stopped a series of criminals in the Twin Cities. The arrests include men who have been convicted of child‑sex abuse, murder, violent assault and reckless driving that caused death or serious injury.
Al Guerrero‑Munoz is one of the most‑noted cases. The illegal immigrant has been in prison since 2004 after a 32‑year sentence for killing his three‑month‑old son. While in federal custody, he assaulted a cell‑mate at Stillwater Prison. ICE seized him this Monday after a DHS detainer.
Other men the agency highlighted include:
- Francisco Javier Garcia‑Olivar – Convicted of multiple child‑sex offenses, including assault and sodomy.
- Jose Ruben Gomez Munoz – Found guilty of sex assault and child‑abuse.
- Humberto Us‑Juarez – Convicted of molesting a minor and aggravated sexual assault.
- Jose Israel Hernandez Rivas – Found guilty of human‑trafficking and commercial sex work.
ICE also cited a truck‑driver’s death in Florida as evidence that illegal immigrants can pose a public‑safety risk. Manuel Betancourt‑Renteria has a haul of 10 convictions, including drug possession and traffic offenses. Nicolas Lopez Juarez was convicted of aggravated assault with a weapon and multiple DUI charges.
Other suspects listed by the agency have been linked to homicide, reckless driving, and repeated violations of the law. In many of the cases, the men had previously been deported but later re‑entered illegally.
Noem criticized local “sanctuary” officials, saying that officials like Minneapolis Mayor Jacob Fray are allowing dangerous criminals to live in their communities. She pledged that, under President Trump’s approval, ICE would not let political rhetoric override the safety of Americans.
The agency says 70 percent of the ICE arrests involve illegal immigrants who are already offenders in the United States. Officials added that this figure does not include foreign fugitives or people convicted abroad.
The crackdown is part of a broader effort to address the presence of criminal illegal immigrants in the United States. Residents in the Twin Cities and elsewhere will likely hear more about these arrests as ICE continues its campaign to remove people who pose a threat to public safety.
