
Chandigarh, Nov 22 (LatestNewsX) – AAP Punjab slammed the proposed Constitution (131st Amendment) Bill that the central government plans to table in the forthcoming winter session of Parliament. State General Secretary Baltej Pannu declared that the amendment would run straight against Punjab’s interests.
He warned that the party would refuse to let a perceived conspiracy launched by the Centre against Punjab succeed. Pannu blasted the BJP‑led government in New Delhi, saying the hostility between the two sides is hard to comprehend, and that day after day the centre appears to test Punjab’s dignity.
Citing past events, he mentioned the attempt to seize control of the Bhakra‑Beas Management Board to dominate water resources, as well as recent notifications about the Panjab University dispute that have kept students on the streets.
Pannu also pointed to a new issue: the amendment to Article 240 that is being slated for the next parliamentary session. Under this change, the administration of Chandigarh—a Union Territory—would be brought entirely under the President’s authority, effectively erasing Punjab’s say in the city.
Pannu stressed that Chandigarh was built on the displacement of Punjab’s villages and thus rightfully belongs to Punjab. Once the amendment passes, Chandigarh would be treated like other Union Territories such as Andaman‑Nicobar or Puducherry, with complete control vested in the President. He added that Punjab has always fought for its rights and will continue to do so.
He assured that the Aam Aadmi Party and Bhagwant Mann’s government in Punjab will mount a strong opposition to this move, saying: “We will not let our rights be destroyed, and under no circumstances will we allow an amendment to Article 240. Whatever tough stand we need to take, we will take it.”
