Mentally disabled woman found locked in dog kennel — after neighbor heard screams

In Anson, Texas, late‑night neighbor Justin Anderson heard a frantic voice and ran to the backyard, where he found a 22‑year‑old disabled woman chained inside a dog kennel, screaming for help. The woman’s foster mother was 60‑year‑old Kandice “Candy” Thompson, a longtime local foster parent who once ran a program with her late husband, a former Anson police chief. Thompson has been arrested on a stack of serious charges—aggravated kidnapping, assault, and several offenses tied to the abuse of a disabled person. Anderson, still on the scene, said, “Just screaming, ‘I have to pee, I’m scared,’ and then you hear banging, like a chain link fence.” He had recorded the scene on his phone; the victim was wrapped in tarps inside the outdoor kennel. When Anson Police arrived, they found the woman, removed her and placed her with family. Adult Protective Services and the police are now managing her case. After the initial arrest, authorities added a second aggravated‑kidnapping charge. Police Chief Daniel Graziose stressed the city’s resolve: “For the city of Anson, we take it very seriously, and we’re serious about protecting, especially our most vulnerable citizens.” Fellow neighbors, including Marcia Bailey, expressed disbelief at the cruelty, with Bailey remarking, “It’s just amazing what somebody who’s in charge of disabled, mentally challenged girls will do to them, I don’t understand.” The accused is now in custody, and the victim’s safety has been secured.
