Delhi CM restricts repeated road excavation, directs agencies to work in coordination

On December 11, Delhi’s Chief Minister Rekha Gupta called on all agencies to follow a shared, realistic framework that would streamline coordination and utility management, aiming to stop the repeated, sloppy road excavations that have plagued the city.

In a session on the “Standard Framework for Road Redevelopment,” she announced that before any new road or upgrade, a full survey of electricity, telecom, gas and water lines will become compulsory. Where feasible, the government will consolidate these utilities into joint ducts. She emphasized that digging will be allowed only for emergencies once the road is open.

The core goal, she said, is to create a unified, standard plan covering construction, beautification, green landscaping, drainage, utility oversight and ongoing maintenance—so every department can work in sync. High‑level officials from the Public Works Department, Municipal Corporation of Delhi, New Delhi Municipal Council, Delhi Development Authority, Delhi Jal Board and Delhi Traffic Police, as well as specialists from the Centre for Air Quality Management, CSIR, the School of Planning and Architecture, and the Raahgiri Foundation, all took part. They presented in depth on infrastructure, traffic regulation, urban design, and civic amenities.

Attendees included Cabinet Ministers Pravesh Sahib Singh, Ashish Sood, Manjinder Singh Sirsa, Ravindra Inderjeet Singh, Dr Pankaj Kumar Singh, Mayor Raja Iqbal Singh, and senior officers from the relevant ministries.

Gupta made it clear that the government is focused on results rather than pointing fingers. She noted that Prime Minister Narendra Modi has allocated generous funding for development, and no project is short of money. Accordingly, she ordered each department to forward detailed estimates and proposals for Delhi’s beautification initiatives.

The Chief Minister also highlighted the need for better waste handling, curbing open burning, and launching new biogas and green waste plants. She urged that new constructions aim for zero‑waste, green, self‑sustaining designs, including water‑harvesting systems, mist generators and anti‑smog devices.

During the discussion, Cabinet Minister Pravesh Sahib Singh recounted the administrative reforms rolled out over the past nine months, stressing that officers’ proactive engagement and engineer accountability are equally crucial. He warned that misaligned responsibilities frequently cause delays, and that involving external bodies only adds time. He urged staff to set aside personal or departmental agendas and work earnestly toward a cleaner, more attractive Delhi.

Minister Manjinder Singh Sirsa pointed out that road dust is a major source of Delhi’s pollution, ranking high on the government’s priority list. He explained that the Chief Minister has a clear roadmap to steadily reduce road‑dust contributions, which can spike up to 30 % in winter. The Delhi government’s Winter Action Plan is already launching large‑scale dust‑removal drives across streets.
