Prime Minister Modi to chair the fifth National Conference of Chief Secretaries in New Delhi

New Delhi, Dec 27 – Prime Minister Narendra Modi is set to preside over the fifth edition of the National Conference of Chief Secretaries, which runs from December 26 to 28, with the key sessions scheduled for Saturday and Sunday. The gathering will bring together chief secretaries from every state and union territory, along with senior officials, policymakers and experts, to deliberate on the country’s top development priorities.

The conference’s core theme is “Human Capital for Viksit Bharat.” According to the Prime Minister’s Office (PMO), the event aims to strengthen Centre‑state ties through systematic, long‑term dialogue that aligns with the PM’s vision of cooperative federalism. The PMO described the forum as a platform where Union and state officials collaborate to craft a unified roadmap that unlocks India’s human‑capital potential and speeds up inclusive, future‑ready growth.

In his remarks, the PMO emphasized moving beyond viewing India’s large population as a mere demographic dividend; instead, the focus is on positioning citizens as human capital. The conference will outline concrete strategies to bolster education systems, expand skilling programs, and create employment opportunities that meet tomorrow’s demands.

Focal areas and agenda

During the three-day meeting, the participants will fine‑tune a common development agenda, emphasizing five critical sectors:

  1. Early childhood education
  2. K‑12 schooling
  3. Vocational and technical skilling
  4. Higher education
  5. Sports and extracurricular activities

Attendees will share best practices and actionable steps for states and union territories to adopt.

The conference also includes six special sessions on key reform themes: deregulation in states; technology in governance—opportunities, risks and mitigation; Smart agri‑supply chains and market linkages; transforming a state into a world‑class tourist destination; Atmanirbhar Bharat and Swadeshi initiatives; and post‑Left‑Wing Extremism (LWE) planning.

In addition, informal round‑table discussions over meals will cover heritage and manuscript preservation, digitisation, and Ayush‑based primary healthcare integration, underscoring the government’s commitment to cultural heritage and holistic health.

A continuing tradition

The National Conference of Chief Secretaries has been held annually for the past four years, starting in Dharamshala in June 2022. Subsequent editions took place in New Delhi in January 2023 and December 2023, with the most recent event hosted in New Delhi in December 2024.

Senior state and union territory officials, along with domain experts, will participate in this year’s conference, which is expected to shape India’s developmental trajectory in the coming years.
