Taiwan updates civil defence guide to counter rising threats from China

Taiwan is ramping up its civil defense efforts with a fresh update to its popular handbook, set to launch next week. This move comes amid rising tensions with Beijing’s military pressure, aiming to get everyday people ready for any crisis.

For the first time, the guide tells civilians exactly what to do if they spot enemy troops. It stresses that any news about Taiwan surrendering is fake—don’t believe it. In case of a full-scale invasion, claims of defeat or government surrender are outright lies, the handbook warns.

The new 29-page manual sports a eye-catching red-orange cover with fun cartoon illustrations of regular folks. It’s designed for everyone, from kids to adults, and urges Taiwanese to look out for each other and protect their homeland. You’ll find simple steps on using smartphone apps to find bomb shelters and putting together family emergency kits—complete with pet supplies.

This isn’t just about earthquakes or typhoons anymore. The handbook dives into modern threats like cyberattacks, sabotage of undersea internet cables, and straight-up military attacks from China. It draws inspiration from how other democracies handle civil defense, making it super relevant today.

National Security Council Deputy Secretary-General Lin Fei-fan, who led the project, put it plainly: China’s expansionist goals make it crucial for citizens to stay crisis-ready. “The global situation isn’t far away anymore—it’s right at our doorstep,” he said.

A big focus is fighting disinformation. Hostile forces might use deepfake videos or social media to sow chaos and division. The guide hammers home that any message about Taiwan’s defeat is fabricated propaganda.

If you spot a suspected enemy during wartime, the advice is clear: Get out of there fast or hide in a safe spot away from windows. And whatever you do, skip the selfies—don’t take photos or videos and post them online. That could tip off the enemy about troop movements and hurt our defenses, warns All-out Defence Mobilisation Agency Director Shen Wei-chih.

The manual also flags risks from Chinese tech, like AI tools such as DeepSeek and popular apps including TikTok and WeChat. To help families stay strong, it offers tips for parents on talking to kids about emergencies without scaring them.

Overall, this updated Taiwan civil defense handbook shows the island’s commitment to building resilience against Beijing’s threats. It keeps people informed, calm, and united, ready to face whatever comes next.
