New Delhi – Union Labour Minister Mansukh Mandaviya urged Indian states to match their job programs with the newly launched Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY). The scheme, backed by about ₹1 lakh crore, aims to create 35 million new positions across the country.
Speaking at a National Conference with labour and industry ministers from all states and union territories, Mandaviya explained how PMVBRY will formalise work, roll out social security and bring jobs to workers who have long been excluded from the formal economy. He said states must work closely with the Ministry to get the scheme across the job‑searching country.
The minister also unveiled three new digital tools. The Digital Labour Chowk app lets construction workers connect directly with employers, cutting out middlemen and speeding up job matching. The app supports multiple languages so workers can register, find jobs and track benefits easily. Alongside the app, the Online BoCW Cess Collection Portal will automate the collection of the construction workers’ cess, provide instant payment and enable real‑time monitoring. This will make sure that state welfare boards receive funds quickly to pay workers’ wages and health benefits.
Mandaviya introduced the Labour Chowk Facilitation Centres (LCFCs). These centres replace unsafe roadside clusters with safe hubs that offer shelter, water, sanitation and easy access to welfare services such as registration, health camps and other support. The goal is to protect workers’ dignity and improve their safety on the job.
The two‑day conference highlighted cooperative federalism and a joint effort to roll out key labour policies. Labour Secretary Vandana Gurnani welcomed the meeting as a chance to turn discussions into action, stressing that the national platform will unite workers, employers and governments.
Key talking points were the PMVBRY structure, which links employment to EPFO enrolment, and the draft Shram Shakti Niti, a national labour policy to build an inclusive and resilient workforce by 2047. The conference also covered the draft Private Placement Agency Regulation Act, 2025, a law that will put all private recruiters into a single registry and create three layers of compliance to protect jobseekers.
Overall, the conference sought to speed up job creation, improve worker welfare and strengthen India’s labour ecosystem.
