‘Despite short-term challenges, GST 2.0 will yield benefits to consumers and industry’

People across India are breathing a sigh of relief as the new Goods and Services Tax (GST) slabs kick in today, Monday. These changes promise lower prices on everyday essentials and a boost for businesses, while hitting luxury and sin goods harder with rates up to 40 percent.

The updates lower GST on key items like healthcare products, insurance, consumer durables such as appliances and electronics, and agricultural inputs. This move aims to cut living costs for families, spark growth in manufacturing, farming, and services, and make the tax system smoother overall.

Prime Minister Narendra Modi celebrated the shift on his X account, urging folks to join the “GST Bachat Utsav” this festive season. “Lower GST rates mean more savings for every household and greater ease for businesses,” he wrote, highlighting how these tweaks could put extra money back in people’s pockets.

Experts who helped shape India’s GST system see this as a step forward. Sumit Dutt Majumder, former Chairman of the Central Board of Excise and Customs (CBEC), calls it “GST 2.0” with fewer slabs for simplicity. He explained that even under the old rules, tax money from inter-state sales flows to the destination state, with the central government handling collections and transfers. Majumder, who advised on the original GST rollout and has written books on it, noted the system’s built-in fairness.

Navin Kumar, the first Chairman of the GST Network (GSTN), echoed that point. He recalled how some states worried about revenue dips early on, leading the center to offer compensation until collections picked up around 2022. Now, with the five-year buffer over, the government might step in with temporary fixes like ad hoc transfers or tweaks to the cess on luxury items to ease any shocks for states. Higher taxes on vices and high-end products, plus better compliance, could help offset losses and keep national finances steady.

That said, tax revenue from lower-rate goods might drop at first—government estimates peg the annual shortfall at around Rs 48,000 crore if sales volumes stay flat. But Kumar is optimistic: “There’ll be an initial effect, but I’m sure that with the restructured GST regime, there will be an increase in revenue.” Lower rates on essentials should drive up buying, especially for durables, cars, and home-building materials, fueling economic activity.

Businesses, particularly small and medium enterprises (SMEs), face some hurdles during this switch. Transition glitches, IT system tweaks, and cash flow strains could slow things down short-term. Majumder suggested a longer adjustment period would help. He pointed out that branded items with fixed prices might need time to update, and old stock could linger with outdated rates.

Fortunately, rules cover these snags. For unsold inventory priced under the old GST, sellers must sticker on a new maximum retail price (MRP) so shoppers see both. On tax credits, businesses can file forms like GSTR-3B by October 20 to sort out mismatches between what suppliers report and what buyers claim—no blanket delays, but targeted fixes to keep things fair.

Overall, these GST changes signal a push toward easier taxes and stronger growth, even as everyone adjusts to the new normal.
