EU’s new strategic agenda sees key role for India in new world order

The European Union launched its New Strategic EU-India Agenda on September 17, ramping up focus on trade, investment, technology, and defense ties. This move comes as global politics shift dramatically, especially with Donald Trump stepping in as U.S. President this year.

The agenda reflects the new world reality and zeroes in on three key goals: technological sovereignty, economic diversification, and stronger engagement in the Indo-Pacific region. Each one draws lessons from recent crises and tackles today’s challenges head-on, as noted in a recent India Narrative article.

First up, technological sovereignty tops the list. The EU now sees this as crucial to its strategy, spotlighting areas like semiconductors, artificial intelligence, quantum computing, and defense technology. The EU and India plan to team up here to build their own tech independence.

Take the submarine deal under India’s Project 75(I)—it’s a prime example. Germany, a key EU player, isn’t just selling arms; it’s sharing technology, co-producing submarines, and helping build India’s skills. This partnership boosts the EU’s tech goals without weakening them, while letting India move from buying Western tech to creating it alongside partners. For India, it cements its spot as a rising global innovation center.

Next, economic diversification stands out as a big priority. The COVID-19 pandemic and global shocks exposed the risks of depending on a few supply chains. The agenda highlights India’s massive scale and growing manufacturing power as a vital ally for the EU’s economic strength.

The EU commits to speeding up talks for a Free Trade Agreement (FTA) and investment protections, pushing beyond talks to real deals. Indian businesses get a chance to plug deeper into European markets, offering quality partnerships in fields like green hydrogen and pharmaceuticals—not just cheap options, but reliable ones that follow global rules.

Finally, Indo-Pacific engagement takes center stage, especially amid rising regional tensions. The EU and India already nodded to maritime security in their 2025 Roadmap, but now it’s front and center. The new agenda sets up an EU-India Security and Defence Partnership, covering maritime safety, cyber defense, counterterrorism, and joint defense manufacturing.

The EU also backs India’s India-Middle East-Europe Economic Corridor and its own Global Gateway project, linking economic links to strategic balance. By partnering with India on security, the EU carves out a bigger role in the Indo-Pacific, while India gains key allies to shape the region’s future.

That said, EU-India relations have hit snags before—think bureaucratic delays, visa hurdles, strict export rules, and policy clashes. The push to wrap up the FTA by late 2025 will really test both sides’ commitment.

But with stakes higher than ever for Brussels and New Delhi, the true measure of success won’t be flashy signings. It will come down to real results that deliver for both.
