India’s growth path offers emulative model for Global South: Mansukh Mandaviya

India’s labour minister, Mansukh Mandaviya, said on Wednesday at the Second World Summit for Social Development in Doha that the country is ready to share its “best practices” with other developing nations. He described India’s rise as a model for the Global South, adding that its reforms and digital tools have lifted roughly 250 million people out of multidimensional poverty over the last decade.

Mandaviya highlighted Prime Minister Narendra Modi’s “Sabka Saath, Sabka Vikas” mantra—developing together for all. He said social progress happens when people lead the policy agenda, when technology meets inclusion, and when growth is a shared effort. The minister drew on the Antyodaya philosophy, which focuses on empowering the poorest.

Today, 118 million children receive nutritious mid‑day meals, 800 million citizens benefit from food security programs, and 425 million are covered by health protection. More than 37 million homes have been built for low‑income families. Between 2017–18 and 2023–24, India’s unemployment fell from 6 % to 3.2 %, and women’s employment nearly doubled thanks to self‑help groups and credit support. Social‑security coverage has grown from 19 % in 2015 to 64.3 % in 2025, earning India the ISSA Award for Outstanding Achievement in Social Security.

The minister stressed that India’s success relies on seamless delivery. Using bank accounts, mobile internet, and unique citizen IDs, programmes reach people directly through Digital Benefit Transfers. He said this approach helps meet the UN’s 17 Sustainable Development Goals (SDGs) and its climate‑change commitments.

Mandaviya also took a strong stand against remarks made by Pakistan’s President on Tuesday, calling them “unjustified” and a misuse of the international forum. He accused Pakistan of undermining the Indus Waters Treaty and obstructing India’s projects, while also noting its cross‑border terrorism and need to address its own development challenges.

The speech aimed to reinforce the global focus on inclusive growth, women’s leadership, traditional medicine, digital public infrastructure, and cooperatives—key themes the summit will adopt in its political declaration.
