South Korea-US Trade Talks Heat Up in Washington

A team of South Korean trade experts is in the United States right now, hashing out the fine print of a big trade deal the two countries struck back in late July. Officials in Seoul shared this update on Tuesday, and the discussions are zeroing in on Korea’s proposed investment package and tricky non-tariff trade barriers.

The South Korean delegates are sitting down with top folks from the US Trade Representative’s office and the Commerce Department. According to Yonhap news agency, these meetings aim to iron out details that could shape future US-South Korea trade relations.

Remember that July 30 agreement? The Trump administration agreed to slash tariffs on South Korean goods to 15% from the original 25% threat, and even dropped car tariffs from 25% to 15%. In exchange, Korea promised a whopping $350 billion investment in the US for key areas like shipbuilding, semiconductors, batteries, and other high-tech industries. Plus, they committed to buying $100 billion in American energy products over time.

But not everything’s smooth sailing. The two sides are still negotiating the nuts and bolts of that investment—think how it’ll be structured, funded, and how profits get shared. Seoul wants most of it to come through loans and credit guarantees, but the US is pushing hard for direct investments instead.

The US is using those lowered auto tariffs—which haven’t kicked in yet—as leverage to get Korea moving on the investment plan faster. Adding to the mix, last week, Korea’s Ministry of Trade, Industry and Energy proposed a massive 13.88 trillion won ($10 billion) budget for next year, with 1.9 trillion won earmarked specifically for US industrial cooperation projects.

On top of that, the Trump team is leaning on Korea to tackle what they see as "non-tariff trade barriers" in agriculture, livestock, and digital sectors. Under the deal, Seoul agreed to ramp up cooperation on sanitary and phytosanitary (SPS) measures for US farm products. Last month, Korea’s agriculture minister announced plans to create a dedicated US desk at the Animal and Plant Quarantine Agency to boost communication and smooth things out.

These current US-South Korea trade talks will likely dive into other sticking points not covered in the initial framework, like regulations on online platforms, limits on exporting high-precision map data, and Korea’s ban on importing US beef from cows over 30 months old. As these negotiations unfold, they’re a big deal for global trade dynamics and could impact everything from car prices to tech supply chains.
