In Tumakuru on Saturday, former minister and MLA K.N. Rajanna questioned Karnataka’s new rule that forces every group to get permission before holding events in public places. He asked whether people who pray for Namaz on roads would also need to apply for approval, suggesting the law might be difficult to enforce.
“Do they really need a law like this?” Rajanna asked reporters. “It may exist on paper, but how much of it can actually be enforced? If people already offer namaz on roads, should we tell them to get permission?”
He added that only laws that can be put into practice should be passed. “If a law can’t be enforced, it stays just in the statute books,” he said.
When reporters pressed for more detail, Rajanna explained that Minister Priyank Kharge wrote a letter urging the government to require the Rashtriya Swayamsevak Sangh (RSS) to obtain permission before meeting in public spaces. Kharge’s letter does not ban the RSS, but it does aim to make all organisations seek approval before events. Whether the rule will actually be upheld remains to be seen.
The Karnataka government ordered that all private groups must now get permission from authorities before moving in public spaces. The decision was announced in a cabinet meeting on Thursday. BJP leaders and the opposition have called the order “unnecessary” and say they will keep holding RSS events as usual, daring the government to enforce the rule.
In related actions, the state removed RSS posters, buntings, saffron flags and flags of the Bhagwa Dhwaj from Chittapur and Chamarajanagar towns ahead of planned RSS “Path Sanchalan” (foot march) programs. Those marches were intended to challenge the new permission requirement.
Rajanna was recently dropped from the cabinet for opposing Rahul Gandhi’s claims of voter fraud. The unfolding debate shows growing tension between the state’s new regulatory push and the RSS’s regular activities.
