Putin to meet with US presidential special envoy: Kremlin

On December 1, Russian President Vladimir Putin will sit down with U.S. presidential special envoy Steve Witkoff in Moscow to talk about ending the war in Ukraine, Kremlin spokesman Dmitry Peskov said on Monday.
Two weeks ago, Washington released a 28‑point “peace plan.” After the plan’s publication, delegates from the United States, Ukraine and several European nations gathered in Geneva on November 23 to discuss its details. The same week, Secretary of State Marco Rubio and Witkoff met with a Ukrainian delegation in Hallandale Beach, Florida, on Sunday.

Last Thursday, Putin told reporters that the U.S. proposal could serve as a starting point for future agreements. “It would be impolite of me to talk about any final options now, since there are none. But some things are fundamental,” the Russian president said at a press conference in Bishkek, Kyrgyzstan. He noted that the U.S. side has, in some respects, considered Russia’s position—an issue that had already been discussed before and after the August meeting between Putin and former U.S. President Donald Trump in Alaska. “Somewhere we definitely need to sit down and seriously discuss some specific things,” Putin added. “We need to put everything into diplomatic language because it’s one thing to state in general terms that Russia does not plan to attack Europe. Frankly, that sounds ridiculous. We never had any intention of doing that,” he continued.

Putin reaffirmed that the U.S. 28‑point peace plan had been transmitted to the Russian side through appropriate channels and that it had been reviewed. Since its release, the plan has been pared down to 19 elements, though the revised version has not yet been made public, marking the latest development in diplomatic efforts to resolve the Ukraine crisis.
