Maha CM says opportunity to understand democratic processes through Parliamentary study class

On Tuesday, Maharashtra’s Chief Minister Devendra Fadnavis opened the 51st Parliamentary Study Class in Nagpur, stressing how the program lets students see democracy in action. Speaking at the state assembly building, he explained that the class offers a chance to observe democratic processes firsthand, an experience that complements what is usually taught in textbooks.

The Constitution is the foundation of state governance, outlining the rules that bind both the Legislative Assembly and Council. Fadnavis highlighted the lasting impact of the Constitution drafted by Bharat Ratna Babasaheb Ambedkar, noting that it provides a framework that seeks to meet the hopes and aspirations of all citizens—even as India’s democracy faces continual challenges.

He added that the laws passed in the Houses are designed to satisfy public expectations, and that debates consider how legislation will affect even the most marginalized communities. No money can leave the state treasury without the assembly’s approval; departments must submit proposals to the House, debate them, and secure consent before budgets are finalized and laws enacted. In this way, legislation acts as the key that controls state finances.

Fadnavis also observed that even the smallest incidents in the state echo in the legislature, keeping the democratic process vibrant. He likened the Speaker and Chairperson to “headmasters” of the House, underscoring that no business can proceed without their permission and highlighting the many tools parliamentary democracy offers to strengthen itself.

Legislative Council Chair Ram Shinde marked the event, noting that India’s 75th year as a republic coincides with the 51st Study Class, underscoring the unique significance of parliamentary democracy. The Legislature, he said, translates policy into action, ensuring that schemes reach ordinary people and guide state development. The study class, meanwhile, teaches students communication, awareness, and discipline rooted in democratic values.

Assembly Speaker Rahul Narwekar praised the Commonwealth Parliamentary Association’s study class as one of the longest‑running and most essential initiatives for reinforcing parliamentary democracy. He stressed that a deeper grasp of legislative procedures and constitutional provisions is essential for further strengthening democracy, and that this class will help participants achieve that understanding.
