
New Delhi – The Election Commission of India (ECI) announced a major milestone for the ongoing Special Intensive Revision (SIR) Phase II of the voter list on Sunday. The July‑December 2025 program now reports nearly complete printing of the voter‑specific Enumeration Forms (EFs) and a high distribution rate across the country.
What the bulletin says
- All 12 states and union territories have printed 100 % of the EFs.
- Distribution of the forms has already surpassed 97.5 % nationwide.
- The SIR Phase II covers more than 50.99 crore voters. To date, 50.97 crore forms (99.95 %) have been printed and 49.73 crore (97.52 %) have reached voters’ homes.
Top performers
India’s smaller states lead the pack. Goa and Lakshadweep have completed full distribution – every printed form has reached a voter. The Andaman & Nicobar Islands, Gujarat, Madhya Pradesh and Uttar Pradesh also show excellent results, with distribution rates close to 100 %. Even Uttar Pradesh, the country’s largest state, reports 97.64 % coverage with 15.7 crore forms delivered.
Areas needing a push
Three southern states – Kerala, Tamil Nadu and Puducherry – have slightly lower distribution numbers (93.7–94.1 %). The bulletin called on political parties to deploy more Booth Level Agents (BLAs) to speed up verification in these dense regions.
How the system works
The SIR program relies on a workforce of 533,000 Booth Level Officers (BLOs) and 1.041 million BLAs. Officers travel door to door, checking voter details against the newly printed forms. The aim: a clean, up‑to‑date roll in time for the next set of state elections.

With just under three weeks left in the enumeration window, the ECI plans to focus on lagging areas to finish the roll‑update before the 2025 polls. The Commission’s active mobilisation of major party agents shows a strong commitment to transparency and accuracy.
