Army Chief Gen Dwivedi says Manipur situation has ‘significantly improved’ since President’s Rule

New Delhi, Nov 17 – Army Chief General Upendra Dwivedi told reporters at the Chanakya Defence Conclave that the violence in Manipur has dropped sharply since early this year. He said the state’s “beautiful” streets, which he once described as a “heaven”, were once rocked by major clashes in May 2023. That period left him deeply distressed.

“The big change began when President’s Rule was imposed in February 2025,” the general said. “Since then, people are starting to trust each other and trust the government again.” He added that Prime Minister Narendra Modi’s visit in September gave the region a “boost.” The PM had called Manipur a “gem of India”. If the trend continues, the president may visit soon, he added.

“We are seeing a true turnaround,” General Dwivedi noted. “In 2023 the police were stretched thin and fear ran high. Today, that’s different.” He highlighted a doubling of weapons seized: from about 200 a month in 2023‑24 to nearly 400 now, and a noticeable decline in violent incidents.

He urged communities to keep talking. “When people from different backgrounds sit together and talk, they can find solutions. That’s the key to peace in this region,” he said.

The Army Chief’s comments come as India’s northern state of Manipur wrestles with ethnic tensions and insurgency. The situation remains a major focus for the central government. The Army remains on high alert, but the confident tone from General Dwivedi suggests that the future may hold a more stable and peaceful India.
