On Tuesday, the newly formed Bihar cabinet wrapped up its second meeting, approving 19 significant proposals. One key move was a 5 per cent increase in dearness allowance (DA) for government staff, pensioners, and their families under the Sixth Central Pay Commission—now set at 257 per cent from July 1, 2025, in agreement with the Finance Department. The cabinet also granted a compassionate appointment to Mohammad Imdad Raza, son of the late BSF Sub‑Inspector Mohammad Imtiaz, who sacrificed his life during Operation Sindoor. In addition, Gayaji and Munger were declared Civil Defence districts and 14 new posts were created for their Civil Defence units. The Directorate of Technical Development has been rebranded as the Directorate of Micro, Small and Medium Enterprises (MSME).
True to a promise made during the Assembly elections, the NDA government established three new departments: a Youth, Employment and Skill Development Department aimed at holistic youth progress and the goal of employing one crore young people in five years; a Higher Education Department restructured from existing education bodies to boost quality and coordination; and a Civil Aviation Department, split from the Cabinet Secretariat, to improve aviation services and expand connectivity. Additional Chief Secretary Arvind Kumar Chaudhary said these new departments were essential due to growing governmental responsibilities and the pledge to enhance public services.
The cabinet also renamed several units to better mirror their broadened mandates: the Animal and Fisheries Resources Department became the Dairy, Fisheries and Animal Resources Department; the Labour Resources Department was changed to Labour Resources and Migrant Worker Welfare Department; and the Arts, Culture and Youth Department shortened to Arts and Culture Department.
