Kolkata – Upendra Nath Biswas, a former CBI joint director who helped uncover the Fodder Scam in Bihar, says seven of the 75 cases he helped build remain his proudest achievements. All seven cases led to the conviction of former chief minister Lalu Prasad Yadav.
“We beat Lalu in these seven cases, even after he tried to get relief up to the Supreme Court,” Biswas said in an exclusive interview with . The 84‑year‑old retired IPS officer claimed he withstood pressure from his seniors who wanted to let Lalu walk free.
He said Bihar officials first tried to investigate the scam on their own, a move cut short by a High Court ruling that the state could not lead its own probe because it was a party to the case. “The investigations we led went straight to the top,” Biswas explained, “showing how low‑level fraud linked back to the chief minister.”
Biswas described how the scam worked: animal‑husbandry officials, shady suppliers and high‑ranking politicians in the Rashtriya Janata Dal shared a plan to pull out hundreds of crores in fake fodder bills. “The money was withdrawn under the guise of paying suppliers, then siphoned off,” Biswas said. “Those at the top issued orders, leading to a broad conspiracy that ignored the law.”
The scam, uncovered in 1990‑91 and again in 1995‑96, exposed the misappropriation of funds meant for cattle feed and veterinary medicines. The investigation laid bare the roles of bureaucrats and politicians, including Lalu Prasad Yadav, now a convicted figure.
Biswas’ work earned him praise for impartiality and resistance to interference. He remains a respected name in India’s fight against corruption, remembered as a key figure who forced Lalu to resign as chief minister and secured convictions that began over twenty years ago.
