Rajnath Singh inaugurates new DPSU Bhavan, defence PSUs ink 3 major MoUs

Defence Minister Rajnath Singh opened a new, high‑tech building called DPSU Bhavan in New Delhi on Monday. The launch was part of a concerted push to boost collaboration and self‑reliance among India’s defence public‑sector undertakings (PSUs).

Three key MoUs signed

  1. HAL, BDL & Yantra India Ltd (YIL) – The three firms signed new agreements to back YIL’s upgrade plans. HAL will give YIL an interest‑free advance of ₹435 crore, while BDL will provide a long‑term workload of up to 3,000 metric tonnes over ten years. Together they’re setting up a 10,000‑ton forging press, a major step toward cutting imports of aluminium alloys used in defence and aerospace.

  2. Metal Bank at MIDHANI – A third MoU created a “Metal Bank” to keep a steady supply of critical raw materials for high‑priority defence projects.

Boosting research & development

Singh unveiled the HAL R&D Manual, a digital toolkit designed to speed up innovation, protect intellectual property, and tie the defence industry more closely with Indian universities. The new R&D roadmap moves the country from licensed production toward indigenous design and development – a key part of India’s self‑reliance strategy.

Sustainable and green manufacturing

The minister also launched SWAYAM (Sustainable and Green Defence Manufacturing), a guide that catalogues the green transition across DPSUs. Anchored in the 2023 Comprehensive Energy Efficiency Action Plan, SWAYAM details plans to improve energy efficiency, boost renewable energy use, and cut carbon emissions. Digital tools like the SWARNA Dashboard and DPSU Efficiency Index will track progress.

Recognition of excellent performance

At the review meeting held in the new DPSU Bhavan, Singh celebrated four PSUs – Munitions India Ltd (MIL), Armoured Vehicles Nigam Ltd (AVNL), India Optel Ltd (IOL), and Hindustan Shipyard Ltd (HSL) – for being awarded Miniratna (Category‑I) status. This recognition gives them greater freedom to expand capacity, modernise, and forge new partnerships, both public and private.

Singh praised the entire group of 16 PSUs for strengthening India’s defence manufacturing base. He highlighted the 2024‑25 output of ₹1.51 lakh crore in defence production, with PSUs contributing 71.6 % of the total, and defence exports reaching ₹6,695 crore – proof that “Made in India” systems are winning global trust.

Future directions

The minister urged all PSUs to accelerate indigenisation of critical technology, raise product quality, and keep delivery timelines tight. He called for clear, measurable R&D roadmaps to be presented at the next review meeting, promising prompt government assistance where needed.

Green milestones

Rajnath Singh also congratulated IOL and Bharat Electronics Ltd (BEL) for achieving 100 % green energy usage. IOL switched entirely to renewable power in September 2025, cutting 8,669 tonnes of CO₂ and saving ₹26.36 lakh in the first quarter of FY 2025‑26. BEL, a Navratna PSU, became the first defence company to hit the RE100 milestone in January 2025, slashing its Scope‑2 emissions from 15,000 tonnes to zero and moving swiftly toward net‑zero goals.
