Congress strengthens legal and human rights wing with new appointments

New Delhi, Nov 18 – The Indian National Congress (INC) has reshuffled its law, human rights and RTI unit to sharpen its focus on legal accountability and voter rights after a disappointing performance in the Bihar elections.

At the national level, Omar Hoda has been named the AICC’s new National Coordinator. Hoda will steer the Congress’s legal advocacy and rights initiatives across the country.

In the states, the appointments are aimed to boost the party’s campaign readiness ahead of the next wave of state elections:

  • West Bengal: Anwar Ali leads the State Law Department, while Abhijit Raha heads Human Rights.
  • Tamil Nadu: Jayasimha Natchiappan is the State Human Rights Chairperson, and Ali Asif Zama Rizvi heads the State Law Department.
  • Uttar Pradesh: P. L. Bhardwaj is the State Legal Coordinator.
  • Haryana: Vaddi Somasekhar takes charge of Law, Human Rights & RTI.
  • Andhra Pradesh: Vaddi Somasekhar serves as the Chairperson for Law, Human Rights & RTI.

The move comes just days after the Congress party was blamed for poorly managing the electoral roll revisions in Bihar. Party leaders say the new structure will help prevent “vote‑chori” – a term they use to describe alleged electoral fraud – and safeguard transparency under the Right to Information Act.

Congress General Secretary K. C. Venugopal criticised the Election Commission of India (ECI) for its Special Intensive Review (SIR) process, claiming it supports the BJP’s “vote‑chori” agenda. In a strategy meeting with senior leaders, President Mallikarjun Kharge reviewed the ongoing SIR across several states. The session saw AICC General Secretaries, state in‑charges, party presidents and central secretaries in attendance.

After the meeting, Venugopal posted on X that the Congress leadership had reviewed the SIR process in 12 states where it was underway. He argued the electoral roll updates must be “bonafide” and not a tool to benefit any party.

The reshuffle signals the Congress’s intent to tighten its legal framework and improve its electoral integrity, as the party gears up for the next set of elections.
