New Delhi – The University of Delhi has asked the Delhi High Court to lift an interim stay on the suspension of Ramanujan College Principal Rasal Singh. The stay, granted on September 26, paused the college’s decision to suspend Singh after three women teachers accused him of sexual harassment.
Three petitions – filed by the University, Ramanujan College and one of the complainants – contest the stay. All are scheduled to be heard by a division bench of Justices Subramanium Prasad and Vimal Kumar Yadav tomorrow.
The university argues that the stay is “patently unsustainable” under law and service rules. It says the disciplinary authority acted correctly by suspending Singh under Clause 9 of Ordinance XVIII(7) of the Delhi University Act, 1922, and the 2015 UGC regulations, following a serious allegation of workplace sexual harassment under the Prevention of Sexual Harassment Act (POSH) 2013.
Justice Sachin Datta’s June 24 order allowed the suspension to stand until the court could hear the case. The judge noted that the disciplinary committee had not given Singh a chance to respond, and that the investigation should be handled by the institutional inquiry committee (ICC). The ICC, he said, has the exclusive authority to decide if any interim measures are needed.
The court’s latest filing asks the ICC to expedite its inquiry and consider any protective orders for the complainants while the case is pending. It also clarified that the suspension is not punitive but a precautionary step. The divide‑bench will review the petitions and decide whether to uphold or repeal the stay.
Senior advocate Geeta Luthra, representing Singh, claims the accusations are the result of a personal vendetta and that his strong academic record and clean service history make the allegations baseless. The next hearing will determine whether the Delhi High Court will continue to keep Singh suspended or return the matter to the university’s disciplinary process.
