Ramgarh session of 1940 passed resolution to create Constituent Assembly: Jairam Ramesh invokes history

Senior Congress leader Jairam Ramesh dropped a timely history lesson on social media just ahead of the party’s key Congress Working Committee (CWC) meeting in Patna. He highlighted a landmark resolution from the Indian National Congress’s (INC) Ramgarh session in 1940, which first committed the party to forming a Constituent Assembly to draft India’s Constitution for a free nation.
The extended CWC gathering kicks off at 10 a.m. today at Sadaqat Ashram, the Congress headquarters in Bihar. Ramesh, a Rajya Sabha MP, shared details on X (formerly Twitter) about that historic March 1940 session in Ramgarh, presided over by Maulana Abul Kalam Azad. It marked the INC’s bold step toward independence and self-governance through a new Constitution.
In a subtle jab at the Rashtriya Swayamsevak Sangh (RSS), which is marking its 100th year, Ramesh noted the group’s fierce opposition back then to the Constitution, adopted on November 26, 1949, and effective from January 26, 1950. “The rest is history,” he wrote, underscoring the irony.
Ramesh also spotlighted a slim book from that era, “Constituent Assembly and Our Demand,” written by Jai Gopal Narang. It featured a foreword by India’s first Prime Minister, Jawaharlal Nehru, who championed the idea of a Constituent Assembly for nearly a decade.
This CWC meeting comes at a pivotal time, just months before the Bihar Assembly elections expected by late 2025. Top opposition figures are set to join, including Congress president Mallikarjun Kharge, Leader of Opposition in Lok Sabha Rahul Gandhi, Wayanad MP Priyanka Gandhi Vadra, Bihar Pradesh Congress Committee chief Rajesh Ram, Bihar in-charge Krishna Allavaru, and Congress Legislature Party leader Shakeel Ahmed Khan.
Senior leaders have already started arriving in Patna, with Rahul Gandhi en route to participate. The discussions will likely focus on strategies to strengthen the party’s position in Bihar ahead of the polls.
