Himachal CM launches public movement against ‘chitta’

In Shimla on November 15, Himachal Pradesh’s Chief Minister Sukhvinder Singh Sukhu kicked off a state‑wide drive to ban the low‑grade heroin known as “chitta.” The launch happened during a walkathon called Chitta‑Virodh that drew students, local leaders, and ordinary residents around the city’s Ridge. During the event, Sukhu promised the province would hand over a “link” between police and the public by forming a volunteer team of 1,000 Anti‑Chitta Volunteers.

Sukhu urged everyone—especially mothers—to help sway the community away from drugs. “Women can lead this fight and keep it alive,” he said, and he also called on temples and other religious groups to add their voices against drug abuse. “If the faith leaders stand together, no trafficker can hide,” he added.

The chief minister warned the drug trade would have no place in Himachal Pradesh. “Kids’ futures are ruined if we let this continue,” he said. “Our police, our government, and most of all our people are ready to eliminate chitta.” He said his goal is a state where the word “chitta” becomes a thing of the past.

The state government is working on three pillars: 1) spread awareness about the dangers of drug use; 2) block young people from falling into addiction by cracking down hard on drug mafias and giving law‑enforcement more power; and 3) provide rehabilitation for children who are already addicted. “Addicted youth aren’t criminals; they need treatment and care,” he noted.

Sukhu announced the government will apply a strict zero‑tolerance stance. He said the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT‑NDPS) Act will now send repeat offenders to jail, regardless of status or influence.

The anti‑chitta campaign is expected to ripple beyond the state’s hills, setting a national example for drug‑free Pakistan. As the government mobilizes volunteers, the hope is to reclaim Himachal’s streets, culture and future from the clutches of low‑grade heroin.
