
Police in J&K’s Budgam district seized the property of a terror handler who has operated from Pakistan, as the State Investigation Agency (SIA) conducted raids at eight sites across the Kashmir valley. The move comes amid a sustained clamp‑down on terrorist networks linked to Lashkar‑e‑Taiba and Jaish‑e‑Mohammad.
Property attachment in Budgam
Budgam police announced that they had attached a 3‑kanal, 19‑marlas plot in Dasan, Beerwah, after getting permission from the proper authorities. The land, owned by Fayaz Ahmad—also known as Gadda—was found to be used to plan and fund terrorist activities in Kashmir. Investigators discovered that Gadda was trying to sell the property to raise money for his cross‑border operations. Under the Unlawful Activities (Prevention) Act (UAPA), the police obtained Section 25 sanction for FIR No. 56/2019 (Chadoora Police Station) and formally took control of the property. Authorities say the handler remains in Pakistan and continues to conduct anti‑national activities from abroad.
SIA raid across seven districts
The SIA released a statement that it carried out searches on eight locations in seven districts of the Kashmir valley under case FIR No. 01/2025 (CI/SIA Kashmir). The raids targeted a sleeper‑cell module that spreads secessionist propaganda and recruits young people for terror groups. The agency seized a large amount of incriminating material and detained suspects for further questioning.
The preliminary investigation shows that the sleeper‑cell members live under normal identities but receive weapons from terrorist commanders. After each mission, they return the weapons and blend back into society, making detection difficult.
The SIA warns that the cells are part of a broader conspiracy to undermine India’s sovereignty, spread disaffection, provoke public disorder, and incite communal hatred. The operation underscores the region’s growing threat from cross‑border terrorism and the urgent need to monitor and disrupt sleeper‑cell activities.
