Kerala Assembly Session Kicks Off: Speaker Slams Governor Over Pending Bills
In the heart of Thiruvananthapuram, Kerala, the buzz is building for the 14th session of the 15th Kerala Legislative Assembly. Set to start on September 15 and run until October 10, this session promises to be a powerhouse for lawmaking. Kerala Assembly Speaker A N Shamseer shared these details while speaking to , highlighting how the state is leading the way in active governance.
Shamseer explained that the session will unfold in three phases: September 15 to 19, September 29 to 30, and October 6 to 10. That’s a total of 12 working days, with two days dedicated to private member bills. "This is all about creating laws that benefit the people," he said. The 15th Kerala Legislative Assembly, formed in 2021, has already passed 137 bills over the past four years. Kerala holds Assembly sessions for about 50 days a year—something Shamseer calls a "model for other states."
But not everything is smooth sailing. Shamseer didn’t hold back in criticizing Kerala Governor Rajendra Vishwanath Arlekar for delaying assent on several state government bills. "We’re passing bills for the good of the people, but the Governor isn’t giving his approval. This isn’t healthy for democracy," he remarked. Tensions between the state government and the Governor over bill approvals have been a hot topic in Kerala politics, and this session could spotlight those issues.
During a recent press conference, Shamseer outlined the key legislations on the agenda. Expect discussions on important bills like the Kerala General Sales Tax (Amendment) Bill, 2024; Kerala Societies Registration Bill, 2025; Kerala Guruvayur Devaswom (Amendment) Bill, 2025; and Kerala Coir Workers Welfare Cess (Amendment) Bill, 2025. The Kerala Public Records Bill, 2023, which went to a Select Committee after its introduction on July 11, 2024, will also come up. Plus, the House plans to convert the Kerala Public Service Commission (Additional Functions in respect of Services under Universities) Amendment Ordinance, 2025, into a full bill.
The Business Advisory Committee will finalize the schedule on September 15. On October 6, they’ll debate and vote on demands for grants for the 2025-26 financial year, followed by the Appropriation Bill on October 7. The session wraps up on October 10, keeping things focused and efficient.
Adding some cultural flair, Shamseer announced preparations for the 4th Kerala Legislative International Book Festival (KLIBF). This popular event, organized by the Assembly, will run from January 7 to 13, 2026. After three successful years, it’s set to be another big draw for book lovers and culture enthusiasts in Kerala.
