Manipur witnessing erratic weather patterns, says Guv Bhalla

Imphal – Manipur’s governor, Ajay Kumar Bhalla, warned on Friday that climate change is already pulling on the state’s weather and ecosystems. He spoke at the final session of the Indian Himalayan Region Climate Change Conclave held in the City Convention Centre.

Bhalla said 2024 brought extreme heat and unpredictable rains. In Jiribam the state’s highest temperature topped 43 °C, while other parts faced sudden floods and dry spells. “We can’t let the State Action Plan on Climate Change stay on paper,” the governor urged. The updated plan now gives each district a clear vulnerability map and ties local action to national climate goals.

He highlighted several projects that turn policy into action. Phayeng hosts the first Model Carbon‑Positive Eco‑Village, which aims to reduce emissions while boosting local livelihoods. In Andro, the Integrated Ecosystem Services Project is protecting forests and water resources. Conservation work on Loktak Lake, Manipur’s largest natural lake, is also a priority.

The governor praised the Spring Rejuvenation Programme operating in Ukhrul, Kamjong and Senapati, where researchers mapped more than 490 natural springs to improve water security and climate resilience.

“The government is making climate action a core part of Manipur’s development,” Bhalla said. He added that policy, science and community work together to build lasting resilience.

The conclave, run by the Directorate of Environment and Climate Change, drew about 400 participants from 12 Himalayan states, scientists, NGOs, private firms and civil‑society groups. The gathering offered research, policy debate and best‑practice sharing across the region.

During the event, Bhalla unveiled five new climate‑focused books, including the State Action Plan on Climate Change (version 2) and a guide on Manipur’s wetlands. He also launched the State Environment and Climate Data Centre virtually, giving officials a new hub for climate data.

The summit highlighted that Manipur’s rich biodiversity and cultural heritage must go hand in hand with urgent climate action, according to Governor Ajay Kumar Bhalla.
