Bhubaneswar, Nov. 6 – In a push to galvanise voters ahead of the Nuapada by‑poll, the opposition Congress party unveiled its manifesto on Thursday. The document promises fresh solutions for long‑standing local problems, from rampant migrant labour to low irrigation levels.
The manifesto charts the journey of Ghasiram Majhi, the Congress candidate, and spells out clear plans for the constituency. “Voters deserve to know who runs the show,” said OPCC President Bhakta Charan Das. “We’ll keep raising these issues in the Assembly until the state government takes action.”
Key pledges focus on three core areas:
Migrant Labour – Congress will tackle “Dadan Shramik” by boosting agriculture‑based industries, supporting small‑scale farming and strengthening MGNREGS jobs.
Irrigation – The party guarantees 60 % coverage of farm land through projects like the Patora Dam, the Tikhali irrigation scheme and other smaller works. Cold‑storage facilities will also be built to reduce post‑harvest loss.
Community Rights & Services – The manifesto urges strict implementation of the Forest Rights Act to protect farmers and tribal communities. It also pledges to fill empty teaching posts in schools and doctor vacancies in Primary and Community Health Centres if Majhi wins.
Illustrating past achievements, the document lists development projects carried out during Congress rule at both state and national levels. Highlights include:
- A super‑speciality hospital established in 2013 under a centre‑led Congress government.
- Construction of the Patora Dam during the 1995‑2000 state administration.
- A national highway that now cuts through Nuapada, boosting connectivity.
- Two Kendriya Vidyalayas that expanded educational access.
The party stressed that these successes show Congress’s track record in delivering tangible results. With the Nuapada by‑poll attracting wide public interest, the Congress manifesto aims to present a straightforward, voter‑focused roadmap that contrasts sharply with the ruling party’s record.
As election day nears, the last‑minute push underscores a broader narrative: voters in Nuapada and across Odisha are looking for concrete change, and Congress’s plan intends to deliver it.
