
Nagpur, Dec 11 (LatestNewsX) – In a recent assembly session, Maharashtra Revenue Minister Chandrashekhar Bawankule announced that roughly 70 000 families spread across Chhatrapati Sambhajinagar, other Marathwada districts, and the Rajura area of Chandrapur will soon enjoy significant relief. The long‑standing problem of “Madat Mash” Inam lands, which had unsettled thousands of households in Marathwada, has finally been addressed.
He explained that homes built on these parcels will now be regularised without any premium or “Nazrana.” The “Hyderabad Abolition of Inams and Cash Grants (Amendment) Bill, 2025” – which confers Class‑1 ownership rights on residents free of charge – was passed unanimously in the legislature.
While unveiling the bill, the minister highlighted that, under the 1954 Act, these lands were classified as Occupancy Class‑2 (New and Inalienable Tenure). That status had precluded bank financing and prevented transfer or sale. Prior regularisation procedures required a payment of 50 % or 5 % of the prevailing market value, a hurdle that deterred many from coming forward.
“The new legislation stipulates that if an individual has used the land for residential purposes without prior Collector’s permission and can present a registered sale deed or similar document, the land will be regularised at no cost. The holder will then receive Occupancy Class‑1 status, granting full ownership rights,” Bawankule said.
During the debate, NCP (Sharad Pawar Group) MLA and former minister Jayant Patil raised concerns, asking whether the bill was aimed solely at a few people or developers, and whether it might protect those who had appropriated and sold “Deosthan” (temple) lands. He insisted that the legislation should explicitly exclude Deosthan lands. Congress Legislative Party leader Vijay Wadettiwar echoed this apprehension in his submission.
In reply, the minister clarified that the bill has no relation to Deosthan lands. Its scope is limited strictly to the “Madat Mash” Inams, covering 97 groups in Chhatrapati Sambhajinagar, 10 in Jalna, and additional groups in Parbhani, Nanded, Hingoli, Latur, Dharashiv, and Rajura in Chandrapur.
Shiv Sena‑UBT MLA Bhaskar Jadhav spoke up on behalf of fishermen in the Konkan region, noting that these families have lived there for generations but the land does not belong to them. He urged that they receive justice on par with the Hyderabad Inams.
BJP MLA Manisha Chaudhari highlighted the need to demarcate Koliwadas and Gaothans in Mumbai. The revenue minister pledged that steps would be taken to grant Gaothan status to constructions in Konkan and to address the related issues in Mumbai.
