India, Cuba ink key pact on legal cooperation, cultural exchange

India and Cuba tied their growing partnership on November 12 in Havana, signing a bundle of agreements that aim to deepen legal, cultural and economic ties. The key documents are a Mutual Legal Assistance Treaty on Criminal Matters and a Protocol on Cultural Exchange that will run through 2030.

Union Minister of State for External Affairs Pabitra Margherita and Cuba’s Acting Foreign Minister Gerardo Penalver Portal met in the capital to set the stage. Margherita highlighted the milestone on X, noting the treaty and the newly launched cultural programme. The two leaders also reviewed progress in existing cooperation and talked about expanding collaboration in sectors such as health, education, science and trade.

Portal stressed the need for stronger political dialogue and wider economic engagement. He thanked India for its steady support during several Cuban hurricanes, especially after Hurricane Melissa when India sent 20 tonnes of humanitarian aid and a mobile field hospital to eastern Cuba.

Margherita also met with President Miguel Diaz‑Canel Bermudez, discussing ways to boost bilateral cooperation. The visit followed her trip to Bolivia, where she attended the inauguration of President Rodrigo Paz Pereira. She also paid tribute to Cuba’s leadership at the Fidel Castro Centre in Havana, underscoring the deep friendship between the two countries.

These agreements add a new layer of formal cooperation to an already robust India‑Cuba relationship, promising to bring the two nations closer across legal, cultural, and economic fronts.
