Jaipur, Dec 3 – The Rajasthan Cabinet, under Chief Minister Bhajan Lal Sharma, has approved a set of reforms that aim to boost governance, investment and business prospects for local firms, the diaspora and the tourism sector.
A flagship move was the sanction of the Rajasthan Public Trust (Amendment of Provisions) Ordinance, 2025, which removes jail sentences from 11 state statutes and replaces them with fines. Parliamentary Affairs Minister Jogaram Patel said the changes seek to make life easier, cut down on litigation, and stop small or accidental infractions from turning into criminal matters. For instance, people will no longer face imprisonment for grazing cattle on forest land or for administrative paperwork slips.
The ordinance aligns with the Government of India’s 2023 public‑trust reforms. At the same time, the cabinet inked the Non‑Resident Rajasthani (NRR) Policy–2025, designed to strengthen cultural, social and economic links with Rajasthanis abroad. Food and Civil Supplies Minister Sumit Godara said the policy will build a dedicated ecosystem that supports investment, knowledge sharing, research collaboration and community engagement. An NRR Investment Facilitation Cell, along with Investment Liaison Officers and Advisory Councils, will coordinate these efforts. The government also plans to institutionalise Pravasi Rajasthani Diwas and introduce awards to celebrate diaspora achievements.
To level the playing field for small traders and retailers, the Rajasthan Trade Promotion Policy‑2025 was cleared. It targets over 1.05 million retail outlets, aiming to streamline logistics, improve market access and credit availability, generate jobs and foster MSME growth through simplified business procedures.
For tourism, the state approved the Rajasthan Tourism Policy‑2025, which will attract private investment and position the state as a global hub for tourism, art and culture. The policy outlines expansion of infrastructure, better accessibility, stronger branding, skill‑development programmes and digital services. Planned projects include tourism hubs in religious and forest areas, heritage circuits such as the Shaurya Circuit, bird‑watching trails, projection mapping and light‑and‑sound shows.
Together, these measures are intended to simplify administration, empower small traders, re‑engage overseas Rajasthanis and stimulate the tourism economy, thereby establishing Rajasthan as a business‑friendly and culturally vibrant state.
