Senior Uttarakhand official chairs meeting on rain damage assessment

In Uttarakhand, state officials are ramping up efforts to secure a special financial package from the Indian government to cover the heavy damages from this year’s monsoon season. Chief Minister Pushkar Singh Dhami has pushed hard for this, directing the State Disaster Management Department to act fast, according to an official statement.

Starting this Wednesday, the National Disaster Management Authority (NDMA) kicks off the Post Disaster Needs Assessment (PDNA) to get a clear picture of the losses across the state. This comes after a key meeting on Saturday at the State Emergency Operations Centre in Dehradun, led by Disaster Management and Rehabilitation Secretary Vinod Kumar Suman. District Magistrates and department heads joined in, sharing detailed reports on damages—both those covered and not covered—by the State Disaster Response Fund (SDRF). They also got updates on the latest SDRF guidelines and how to report everything properly.

Secretary Suman stressed that Dhami wants the PDNA sped up so the state can quickly send a full proposal to New Delhi. The chief minister keeps a close eye on the progress himself. Departments must spell out what SDRF can handle and what extra help they’ll need through the special package. “This monsoon’s destruction goes way beyond what SDRF alone can fix,” Suman said, highlighting the urgent need for more central support.

Dhami also ordered immediate action to reopen blocked roads, with quick patchwork repairs starting as soon as the rains ease. Fixing damaged power lines and water supplies tops the priority list too. On Saturday morning, the CM told Suman to team up with districts and departments to get life back to normal in hit areas. Essential goods and services must keep flowing until everything stabilizes.

Chief Secretary Anand Bardhan added that department heads will hit the ground running next week with field visits to check damages and oversee rebuilding. In the first week, the heads themselves will spend two days in the districts. The second week brings in second-tier senior officers, and the third week follows with third-level ones. These leaders will huddle with District Magistrates to boost coordination, tackle any roadblocks right away, and keep recovery efforts moving smoothly.

The PDNA officially starts Wednesday when a central team arrives in Uttarakhand. Officials have formed four teams to fan out across all districts and evaluate the real extent of the monsoon damages. District Magistrates will guide the teams locally, while department heads act as key coordinators. They’ve named specific officials from both sides to help out. Every government scheme gets a close look, leading to a detailed report for the Union Government. These teams pull in experts from all departments for a thorough job on Uttarakhand’s disaster recovery.
