SIR 2026: Rajasthan leads in digitising enumeration forms

Jaipur – Rajasthan is leading the push to digital‑electoral roll updates in India, as the state makes big strides in the Special Intensive Revision Program 2026. The program is a nationwide effort to tidy up voter lists and move paperwork online, and Rajasthan is already ahead of most other states.

Almost half of the state’s assembly constituencies now have more than 30 % of their voter forms uploaded to the central ECINET system. In total, the state has seen 1.65 million forms digitised so far. The rollout, which began on 4 November and will finish house‑to‑house surveys by 4 December, is moving fast compared with the other 12 states still in Phase 2.

Barmer district is the top performer, with 45 % digitisation and over half of its forms already online. Sawai Madhopur and Bharatpur follow close behind at more than 38 %. The Barmer Assembly constituency crossed the 50 % threshold, and Raisinghnagar is close with 49 %. These high numbers show that door‑to‑door work by Booth Level Officers (BLOs) is paying off.

Chief Electoral Officer Naveen Mahajan praised the BLOs and the Electoral Registration Officers for their hard work. He told District Election Officers that they should keep giving BLOs the extra help they need – such as supplies and training – without adding to their workload. “We can speed up the upload process if we keep the frontline workers supported,” Mahajan said.

Rajasthan is also making rapid progress with online count forms. A total of 177 k forms have been submitted digitally, with Hanumangarh, Balotra and Ganganagar among the most active districts.

To keep up the momentum, districts are rewarding the best‑performing BLOs. In Chittorgarh and Hanumangarh, the top daily progress maker is highlighted on social‑media feeds as the “Best BLO of the Day.” In Ganganagar, the District Election Officer personally thanks the leading BLOs. Mahajan urged other districts to adopt similar incentive programmes.

The Chief Electoral Officer is also pushing awareness campaigns via media, social media and Electoral Literacy Clubs. Short instructional videos on how to use the voters.eci.gov.in portal are being shown in colleges and schools so more young voters can easily complete their online forms.

After the house‑to‑house survey ends on 4 December, a draft voter list will be published on 9 December. Claims and objections will be accepted until 8 January 2026, and the final voter list will be released on 7 February 2026.

By turning the old paper process into a digital one, Rajasthan hopes to set an example for India’s next big civic check.
