SIR in Bengal: ECI identifies 58 lakh excludable voters after enumeration phase ends

Kolkata, Dec 12 (LatestNewsX) – The Election Commission of India (ECI) has finished the first round of the three‑stage Special Intensive Revision (SIR) in West Bengal and has pinpointed about 58 lakh voters that should be removed from the current electoral roll.

According to figures from the Chief Electoral Officer’s office, after analysing the digitised copies of the completed enumeration forms that the booth‑level officers (BLOs) collected from voters up until Thursday evening, a total of 58,08,232 names have been flagged for exclusion.

Of those, 24,18,699 are deceased voters; 19 93,087 voters have moved away; the remaining entries are either duplicate entries (the same name appearing twice in the roll) or other cases that meet the criteria for exclusion.

As of 27 Oct 2025, the voter roll lists 7,66,37,529 participants. The SIR exercise began on 4 Nov, with a draft roll set to be published on 16 Dec. The definitive roll will roll out on 14 Feb, marking the end of the first phase.

Moving forward, the ECI will commence the second phase, which will tackle claims and objections. During this stage, Electoral Registration Officers (EROs) will handle notices, hearings, verifications, and the final decision on each claim, all in parallel with the processing of enumeration documents.

Once the second phase concludes, the third and final stage—publication of the definitive electoral roll—will also take place on 14 Feb. Shortly after the roll is released, the ECI is expected to announce the timetable for the upcoming Assembly elections in the state.

In a bid to enhance transparency, the ECI has decided to hand separate lists of voters identified for exclusion to the booth‑level agents (BLAs) of every registered political party in West Bengal. This move ensures that parties can scrutinise and respond to the claims and objections that will arise during the second phase of the SIR process.
