New Delhi, Nov 30 — The Election Commission of India (ECI) announced on Sunday that Phase II of the 2025 Special Intensive Revision (SIR) of the electoral rolls is advancing rapidly. It reported that 99.65 % of the Enumeration Forms (EFs) have already been handed out across 12 states and union territories.
The daily bulletin highlighted a nationwide EF‑distribution rate of 99.65 %, underscoring the vigorous efforts of Booth Level Officers (BLOs) and the active participation of Booth Level Agents (BLAs).
Enumeration, which runs from November 4 to December 4, has seen 50.79 crore EFs distributed from a total of 50.97 crore eligible voters. Digitisation is also picking up, with 42.96 crore forms logged electronically, giving an overall digitisation rate of 84.30 %.
Goa and Lakshadweep have achieved a perfect 100 % EF distribution, followed closely by Andaman and Nicobar (99.99 %), Madhya Pradesh (99.91 %), West Bengal (99.89 %), Rajasthan (99.85 %) and Gujarat (99.83 %). Uttar Pradesh— the state with the largest electorate— has reached 99.78 % coverage, covering more than 15.40 crore voters. Kerala (98.67 %), Tamil Nadu (99.85 %) and Puducherry (99.25 %) are the lowest performers.
In West Bengal, 7.65 crore voters or 99.89 % of EFs have been distributed. The state’s digitisation figure stands at 92.15 %. Among states, Lakshadweep leads digitisation with 100 %, followed by Goa (96.64 %) and Rajasthan (95.63 %). Uttar Pradesh lags with the slowest digitisation at 69.56 %, while Kerala follows at 81.19 %.
The Election Commission has urged recognised political parties to appoint additional Booth Level Agents to speed up verification and digitisation. It also clarified that the data for Rajasthan does not include the Anta Assembly constituency, where the revision was postponed due to a by‑election.
The commission will keep publishing scheduled bulletins as the revision process moves forward toward the December 4 deadline.
