Lok Sabha Speaker Om Birla Calls for Stronger Democratic Institutions at Bengaluru Conference
In Bengaluru, Karnataka, Lok Sabha Speaker Om Birla made a strong pitch for building public trust in India’s democratic institutions. He shared these thoughts during a media chat at the 11th CPA India Region Conference on Saturday. The event drew representatives from 26 states, all focusing on the key theme: boosting public trust in democratic bodies.
Birla stressed that legislatures should go beyond routine procedures and truly reflect people’s hopes and dreams. "Democratic institutions must become the bridge to fulfill citizens’ aspirations," he said. Presiding officers from across the country swapped stories, ideas, and tips on making these institutions more robust. The conference sparked fresh insights on growth and turned into a lively hub for discussions, idea-sharing, and joint plans to empower India’s legislatures.
Speaking to reporters, Birla highlighted the need for real reforms. He pointed out that the talks zeroed in on tackling challenges, introducing innovations, and pushing changes to help state assemblies work better. The sessions wrapped up with key resolutions to revamp how legislatures operate.
One big takeaway? Cut down on disruptions in Parliament and state houses, and make room for proper discussions. "Our top resolution is to rebuild public trust through meaningful debates, not chaos," Birla declared. Everyone agreed that political parties should skip planned disruptions and voice differences through healthy debates and dialogues. "Express opinions constructively, not with slogans or disturbances—this is how we build strong parliamentary traditions," he added.
Birla emphasized turning Parliament and state legislatures into spots for thoughtful talks that respect all views. "Democracy thrives on words of agreement or disagreement, not disorder," he noted.
To make things better, Birla announced plans to beef up legislative councils, research teams, and reference libraries with help from the Indian Parliament. Lawmakers will soon get databases tailored to specific issues, leading to sharper, more informed debates.
On the tech front, legislatures nationwide will roll out advanced digital tools for transparency. This includes a single online platform linking Lok Sabha, Rajya Sabha, and all state assemblies. Citizens can easily check proceedings, decisions, and laws in one go. States will also build databases of old debates, experiences, and innovations to preserve institutional knowledge—many have already kicked this off. Plus, assemblies will share their success stories to improve democratic practices everywhere.
Another exciting move: Pre-legislative sessions to discuss bill goals before they hit the floor, allowing deeper reviews later. Parliamentary committees will also rope in experts and stakeholders for smarter policy-making.
For context, the Commonwealth Parliamentary Association (CPA) connects nearly 180 parliaments worldwide. Birla heads the CPA India Region Executive Committee as its ex-officio chair. India’s region includes 31 state and union territory branches, making it a vital part of global democratic networks.
