Telangana govt orders to provide 42% reservation to Backward classes in local bodies

The Telangana government has announced a major boost for Backward Classes by reserving 42 percent of seats and positions in local bodies across the state. This decision, shared in a press release from Chief Minister’s office on September 26, aims to promote fairness and inclusion for these communities, who make up about 56 percent of Telangana’s population.

Telangana became a state in 2014 after years of public struggle focused on equal growth for everyone, especially marginalized groups. To honor that spirit and constitutional rules on social justice, leaders set up a special commission in November 2024. Led by retired IAS officer Busani Venkateshwara Rao, the group studied the real challenges faced by Backward Classes in local governance.

That effort built on a statewide survey launched earlier in 2024. Called the Socio-Economic, Educational, Employment, Political, and Caste (SEEEPC) Survey, it gathered key data on how different castes fare in daily life, jobs, education, and politics. Lawmakers in Telangana approved the survey, and officials kicked it off in October 2024. The findings painted a clear picture: Backward Classes often get left behind in political roles despite their large numbers.

In response, the government formed a one-person panel under Rao to dig into the survey results and other info. His March 2025 report urged at least 42 percent reservation in local bodies—like village panchayats and urban municipalities—to give Backward Classes a fair shot at leadership. Citing constitutional powers under Articles 243D and 243T, the report highlighted the need for better representation to drive real progress.

After reviewing the recommendations, Telangana’s leaders agreed it’s time to update the system. They bumped up the Backward Classes quota in rural and urban local bodies to 42 percent. All political parties rallied behind the change, passing the Telangana Backward Classes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025 unanimously in the state assembly.

This move underscores Telangana’s push for equitable development and could set a strong example for Backward Classes reservation policies nationwide.
