‘UP Police now instills fear in criminals, trust in citizens’: CM Yogi at ‘Police Manthan’ conference

Lucknow, Dec. 27 – Chief Minister Yogi Adityanath closed the two‑day “Police Manthan‑2025” conference today at the Uttar Pradesh Police Headquarters. The gathering, which has become the state’s new flagship policing event in place of the old “Police Week,” drew senior officers from across the state and highlighted the police’s dramatic makeover over the past eight‑and‑a‑half years.

Speaking to the assembled officers, Yogi praised the Uttar Pradesh Police for evolving into “a symbol of fear for criminals and trust for citizens.” He said the force has moved from a reactive model to one that is proactive and even predictive in its operations. The CM outlined his long‑term strategy for “Smart Policing,” stressing advances made since 2017 in recruitment, training, infrastructure, cyber security, forensics and the Police Commissionerate system.

The Chief Minister noted that the earlier limited training capacity has now expanded dramatically – more than 60,000 constables receive training inside the state every year. He highlighted innovations such as cyber stations in all 75 districts, 12 dedicated Forensic Science Laboratories and a new Forensic University. In his view, the zero‑tolerance policy has turned Uttar Pradesh into a global role model for law and order, a claim that public perception seems to confirm.

Deputy Inspector General Prashant Kumar, the director general of police, thanked the CM for his guidance and underlined the leadership’s focus on modern, citizen‑centric services. He also stressed the need for continuous improvement in officer welfare and professional development.

Saturday’s sessions offered a wide-ranging discussion on a number of critical policing topics. Beat policing and the “Yaksh App” were debated by the ADG (Crime), who spoke about ground‑level challenges. The CM unveiled the AI and Big‑Data backed “Yaksh App,” a digital beat book that maps crimes, criminals and sensitive hotspots so that interventions can be targeted with precision.

Presentations on women’s and child safety covered the launch of Mission Shakti Centres, community outreach programmes, Family Dispute Resolution Clinics and the “Bahu‑Beti Sammelan.” The “Smart SHO Dashboard” was introduced to streamline grievance redressal, boost accountability and improve crime and traffic monitoring at the local level.

Cybercrime discussions centred on building capacity with the Indian Cyber Crime Coordination Centre (I4C) and Cyber Help Desks to fight digital threats. Human resource and welfare sessions highlighted staff behaviour, family health schemes, online training through i‑GOT and women’s empowerment via “Vamasarathi.”

The prosecution and prison panels spoke of e‑reporting for mafia monitoring, prosecutor KPIs, jail digitisation with AI CCTV, Health ATMs and video conferencing. Law‑enforcement technology was a key theme, with the new Crime and Criminal Tracking Network and Systems 2.0, and the adoption of e‑FIR, Zero FIR, e‑Summons and e‑Evidence under updated criminal laws.

Overall, Police Manthan‑2025 underscored the drive toward technology‑powered, scientific and people‑first policing – a milestone in the evolution of Uttar Pradesh’s law‑enforcement apparatus.
