Voter ID cards within 15 days, maximum 1,200 voters at any booth: CEC on Bihar elections

Patna – On Sunday Chief Election Commissioner Gyanesh Kumar announced that the Special Intensive Revision (SIR) of voter lists in Bihar is finished on schedule and “with perfection.” The CEC praised the more than 90,000 Booth Level Officers (BLOs) who worked hard to clean up the electoral rolls. He said the success in Bihar will set an example for the rest of the country.

During a two‑day briefing, the CEC explained that the Election Commission has rolled out 17 new initiatives. Some are already live in the state, while others will launch as the elections get underway. The focus has been on making the voting process simpler and more voter‑friendly.

Key changes include:

  • Voter ID cards will be delivered to citizens within 15 days, and the same cards will also be given to BLOs so they can confirm details on the spot.
  • Each polling station will now hold no more than 1,200 voters, a sharp drop from previous numbers that often caused long lines.
  • Candidates can set up their stalls up to 100 meters from any booth, easing earlier restrictions that forced them closer to polling sites.
  • For the first time, Electoral Registration Officers (EROs) will receive a small honorarium, and BLO salaries have been raised to reward their extra effort.
  • A dedicated room near every booth will let voters leave their mobile phones safely during voting and pick them up once the poll ends.

The CEC also introduced a new digital platform that will produce “digital index cards” for voters in just a few days after polling. In the past, this process could take months.

“We’re making sure the entire voter experience is smoother and faster,” the CEC said. “The work done by our 90,000 BLOs in Bihar is exemplary. They cleaned lists and worked side‑by‑side with voters. They have set a benchmark for other states to follow when they conduct similar exercises.”

The Election Commission plans to extend these reforms nationwide as Bihar’s assembly elections move forward, aiming for a hassle‑free, transparent vote‑counting day.
