Uttarakhand govt forms panels to tackle court-ordered staff regularisation, wages & ex-servicemen jobs

Uttarakhand’s government has taken swift action to satisfy a High Court order that has been pending for months.
In Dehradun on Wednesday, Chief Minister Pushkar Singh Dhami announced that the cabinet will form two new committees to handle two key issues: the regularisation of contractual workers across state departments and the minimum‑wage requirements for staff at the Uttarakhand Purvanchal Nigam Limited (UPNL).
A dedicated cabinet committee for worker regularisation
The cabinet created a “Cabinet Committee” that will oversee the regularisation of daily‑wage, acting‑charge, fixed‑pay, part‑time, and ad‑hoc employees in all state ministries. The panel will set future cut‑off dates to keep the process clear and time‑bound, aiming to resolve thousands of pending cases and bring stability to the workforce.
A sub‑committee for UPNL wage and benefit changes
Alongside, a Cabinet Sub‑Committee was set up to work with employee unions, finance and law departments. This team will finalize recommendations for providing minimum wages and dearness allowances to UPNL staff within two months. The two‑month deadline reflects the court’s sense of urgency.
New rules let UPNL launch overseas job schemes
The cabinet also approved changes to UPNL’s Memorandum and Articles of Association. The revisions open the door for the corporation to run overseas employment programmes for ex‑servicemen, their families and unemployed youth. The new framework will use AI‑driven skill mapping and international partnerships, making UPNL a global job facilitator while tightening its income‑tax compliance.
Technology‑powered tracking and faster decision‑making
CM Dhami said the changes show Uttarakhand’s commitment to justice, worker dignity and the empowerment of ex‑servicemen and young people. The committees will use AI analytics to process claims quickly and help avoid delays. A digital dashboard will display real‑time progress, and the reports are due by early 2026, a deadline that will allow prompt policy roll‑outs.
With these proactive measures, Uttarakhand balances judicial compliance with administrative reform, signalling a new phase of governance for the hill state.
