NIA chargesheet names ‘mastermind’ in cross-border arms, narcotics racket aided by Pakistan operators

The National Investigation Agency (NIA) filed a chargesheet on Friday against Vishal Pachar, the ringleader of an inter‑state arms and drug smuggling ring that ties into Pakistan‑based outfits. The case, registered as RC‑01/2025/NIA/JPR, was heard at the NIA Special Court in Jaipur, Rajasthan.

Pachar faces serious charges under the Unlawful Activities (Prevention) Act (UAPA), the Arms Act, the Narcotic Drugs and Psychotropic Substances (NDPS) Act and the Indian Penal Code. According to the NIA, he helped run a network that moved banned weapons, ammunition and heroin across Rajasthan, Haryana and Punjab.

The agency says Pakistan‑based associates aided Pachar by supplying the contraband. High‑powered drones dropped the shipments near border areas. Local gang members then retrieved the arms and drugs on the Indian side and dispersed them to buyers.

Investigators also noted that the gang procured foreign weapons to protect themselves from police and other law‑enforcement agencies. They used encrypted messaging and cross‑border couriers to transport the goods into India.

“The syndicate linked arms suppliers to drug traffickers, targeting young people with psychotropic substances to fuel addiction and sow unrest against government institutions,” the NIA stated. It is still working to dismantle the larger network and identify more suspects.

This move underscores India’s determination to crack down on transnational crime stemming from Pakistan‑side actors, while reinforcing its legal framework against terror and organized smuggling.
