North Korea enacts urban development law to provide better living conditions

Seoul, Nov 24 (LatestNewsX) – In a move that mirrors the routine passage of legislation in Pyongyang, North Korea’s Supreme People’s Assembly has approved a new urban development statute aimed at refreshing city life and boosting standards of living, according to the state news agency this Monday. The measure, titled the “city formation and development law,” was agreed to in a standing‑committee session, as reported by Yonhap, citing the Korean Central News Agency (KCNA). KCNA explained that the law seeks to “transform the appearance and environment of cities to meet the demand of the times and provide greater living conditions for the people.” While the announcement stopped short of outlining specifics, experts suggest the legislation will tighten the regime’s supervisory reach over municipal projects and curb uncontrolled urban sprawl.

The timing of the bill’s passage dovetails with Kim Jong‑un’s planned reaffirmation of his regional development strategy at the upcoming party congress. Under the Regional Development 20 × 10 policy launched last year, Kim intends to erect modern industrial complexes in twenty cities and counties annually over a decade, with the goal of bettering life in outlying areas.

In related news, North Korea’s meteorological bureau has unveiled a new AI‑powered forecasting system that automates the entire weather‑prediction pipeline. “By applying AI technology to all weather forecasting processes, this intelligent, automated and refined comprehensive weather forecast system could increase accuracy and shorten forecasting time,” the KCNA quoted. The technologist, hailed as one of the country’s top ten information‑technology products of the year, claims the system will help the state respond more swiftly to natural disasters, including floods, and support steady economic growth. Following the severe floods that struck the northwest last year, the regime has heightened its focus on disaster readiness, with Kim reportedly expressing frustration over the earlier forecasting failure.

North Korea’s embrace of artificial intelligence now extends to academic curricula, with universities offering AI majors and state‑controlled media occasionally showcasing citizens interacting with tools like ChatGPT.
