Gujarat govt fixes minimum Rs 20 per unit payment for village computer entrepreneurs

Ahmedabad, Dec 12 (LatestNewsX) – Gujarat’s Chief Minister, Bhupendra Patel, has set a new baseline pay of ₹20 for each task carried out by Village Computer Entrepreneurs (VCEs) working under the state’s e‑Gram Vishwagram initiative.

The announcement came at the 12th Governing Body meeting of the e‑Gram Vishwagram Society in Gandhinagar, where the CM underlined the importance of equal pay for VCEs who provide essential e‑governance services in rural areas.

VCEs perform a broad array of digital duties for villagers, from preparing copies of land records—including 7/12, 8‑A and Hak Patrak—to registering farmers, filing procurement entries for agricultural produce, issuing birth and death certificates, generating income certificates, updating ration cards, and processing various online applications.

They also enter data for numerous government schemes. Until now, the remuneration for these workers was inconsistent; each department set its own commission rates for similar tasks, leading to unequal compensation for equal effort.

To address this, the Chief Minister directed officials to establish a standardized payment framework, guaranteeing that every VCE receives at least ₹20 per unit of work, regardless of the department assigning the task. In response, the Panchayat Department issued a circular mandating all state departments to adhere to the new minimum‑pay rule.

Departments have also been instructed to notify both the Panchayat Department and the e‑Gram Vishwagram Society before assigning any work to VCEs. This change is expected to bring more predictable and fair earnings to the thousands of young digital entrepreneurs who form the backbone of last‑mile service delivery across rural Gujarat.

The state’s villages are a tapestry of heritage, culture, and grassroots growth, ranging from the embroidered and mud‑work craft hubs of Kutch, to the dairy‑producing agricultural belts of Anand and Kheda, and the fishing and maritime communities along the Saurashtra coast.
