
Patna – November 28 (LatestNewsX) – In preparation for the opening session of the 18th Bihar Legislative Assembly from December 1 to 5, the district administration has laid out stringent rules to keep the proceedings running without hiccups.
The crackdown comes as authorities brace for the expected protests, roadblocks and other political actions during the session. A letter from the Patna District Magistrate’s office warned that several groups, organisations and political parties would likely organise demonstrations, processions and gheraos around the Assembly.
To protect everyone in the Assembly— from clerks and officials handling proceedings to the MLAs themselves – the administration has urged vigilance against any interference, injury or disturbance.
Patna Sadar Sub‑Divisional Magistrate (SDM) Gaurav Kumar explained that, given the tense environment, enforcement of Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) is necessary to maintain peace at the Assembly complex and its surrounding areas.
Under the new order, no unlawful activity is allowed inside the designated zone. This includes gatherings of five or more people, any demonstration or procession, dharna, gherao, or bringing firearms, ammunition, explosives, knives, spears, axes, spades, etc. Loudspeaker usage without permission is also prohibited.
The restricted area stretches from Patna Zoo Gate No. 01 to Vishweshwaraiah Bhawan via Nehru Path, from Kotwali T‑Point to the R‑Block roundabout and onto the railway line, from Chitkohra roundabout to Veterinary College, and again from Kotwali T‑Point across Buddha Marg to the Patna GPO roundabout.
The ban does not affect on‑duty government officials, police or military personnel, members of the Legislative Assembly and Council, staff posted in the Assembly or Council, people holding valid passes issued by the Assembly or Legislative Council Secretariat, or vehicles with government‑issued passes.
The administration says that these prohibitory measures are necessary to guarantee a structured environment during the session and to stop any attempt to derail the legislative business.
