Pakistan reports big rise in gender-based violence against women

Islamabad, Dec 2 – A report released by Sahil, a group that tracks gender‑based violence, found that Pakistan saw almost a 25 % jump in incidents against women during the first 11 months of 2025, according to local news outlets on Tuesday.

The study pulled data from 81 national dailies reaching all four provinces, Islamabad Capital Territory, Pakistan‑occupied Kashmir and Pakistan‑occupied Gilgit‑Baltistan. It records 6,543 incidents in 2025 against 5,253 in 2024, with categories ranging from 1,414 murders and 1,144 abductions to 1,060 assaults, 649 suicides, and 585 rapes. In roughly a third of rape cases, the attacker was known to the victim, 17 % were strangers, and 12 % involved husbands. About 21 % of cases left the perpetrator’s identity unspecified. Most abuses – 60 % – occurred in the victim’s own home, while 13 % were committed at the abuser’s residence.

Earlier this month, the SSDO’s factsheet on violence against women in Islamabad highlighted 373 reported incidents in the first half of 2025, yet no convictions had been secured. The agency, speaking after gathering police data through an RTI request, criticized the lack of accountability and called for swift legal reform. Dawn echoed these concerns, noting that of the 309 cases filed under rape and kidnapping alone, none led to a conviction, and many were withdrawn before trials concluded. Physical abuse (42 filings) and other offenses such as harassment, cybercrime and honour killings also saw zero convictions, underscoring systemic gaps in investigation, evidence handling and judicial follow‑up.

Syed Kausar Abbas, the SSDO’s Executive Director, described the findings as “alarming” and a stark indicator of institutional failures that deny women justice in Islamabad.
